SUMMARY: On January 18, 2024 the Crossville Regional Planning Commission voted to deny a main sewer line extension to the property owned by the Passons. The property is located south of Brown Elementary School on Dunbar Road. The reason for the denial was due to there being no capacity available on the existing sewer line. They are now wishing for the City to look at their request again.

Their proposal is to construct 24 duplexes for a total of 48 housing units. They are proposing to phase their development with phase 1 consisting of 6 buildings and the final build out being the total of 24. Their designed system is for grey water discharge only, as they would have an onsite "septic tank." The discharge to the City sewer would be in lieu of field lines. The property is approximately 600 feet past the end of the existing sewer line. It would require a mainline extension and permission to tie on to outside City sewer.

STAFF RECOMMENDATION: Regarding the capacity of the existing sewer line, nothing has changed since Staff's last review that would allow more capacity to the line. The capacity was estimated by City Engineering Staff last year with the understanding of the system being a grey water discharge. Staff does not feel that phasing the development to monitor the capacity would be advisable. Staff's recommendation is to hire an outside engineering firm to conduct a formal analysis of the existing sewer line and determine its capacity and make recommendations. The City would be responsible for the cost of the analysis. As a part of the analysis, any upgrades needed to the line and system in that area could be identified. For example, if a line size was needed to reach a certain desired capacity or a pump station would be needed to reach another level of capacity.
