Discussion and action on contract with ECE Services for Dorton Landfill Testing, including budget amendment

SUMMARY: The State Inspector has issued a letter to the City stating that the ground water samples from the Dorton Landfill are turbid (muddy) and that the City must incorporate appropriate measures to rectify the turbid samples. The only way to rectify the turbid samples is to install a bladder pump in each of the three wells. The pumps would be operated with compressed nitrogen.
ECE has given the City a price of $1575 per well to install the pumping systems for a total of $4,725.
Staff believes that this option may keep the landfill from going into a TDEC assessment that will require more testing for at least one year. Consequently, this option would be a savings to the City.
By adding the pumps, the sampling of the wells requires compressed nitrogen and requires more time for the technician to pull the sample. ECE has adjusted their sampling and lab analysis price to $1672.50 for the all three wells. This is an increase of $375.
As it stands today, all current services to be performed in the 2015-16 fiscal budget are shown below at a total cost of $12,335.
