SUMMARY: A developer has purchased multiple lots on Peachtree Drive, an unimproved ROW located off Myrtle Ave., and is requesting a water main extension to his properties. The extension would be approximately 800 feet. Their current plan is to have subsurface septic for sewer.

 

STAFF RECOMMENDATION: The section of Peachtree Drive is within a failed subdivision, outside the city limits, and is not directly adjacent to existing city limits. Following city ordinance 18-107(E)(iii), which is the section of the Water and Sewer Connections and Mainline Extension for utilities run into a failed subdivision, the developer must receive approval from the appropriate planning commission to either install utility main line extensions or re-subdivide the area. The cost of the mainline extension would be at 100% cost to the developer. Engineering and Utilities Department have stated, that it would require a 6-inch water main extension, with a fire hydrant, to be located between two of the building lots and a flushing device installed on the end of the line. They are also requesting that the developer post a financial guarantee for the cost estimate, plus the required 10%, be provided to the Planning Commission before work is to be done. The cost estimate has not been provided the Planning Staff at the time of agenda creation, but will be available by the meeting time. Staff recommends the approval of the water main extension with a financial guarantee in the amount of the estimated cost.
