SUMMARY:
At the August 20th work session, the requirements for self-funded health insurance were reviewed. Guidance needs to be given to staff in preparation for bidding out health insurance for 2015.
If there is interest in a self-funded health insurance program, Council will need to determine the amount of risk that the City is willing to bear for the re-insurance/stop loss, how it would be administered, included HIPPA requirements.
If health insurance will continue under the current deductibles, the City Manager is recommending that all participants that are Medicare-eligible be removed from the group and a monthly stipend of $200 be offered to assist in covering the costs for their supplemental policies.
