SUMMARY:
Crossville's Municipal Stormwater program is reaching a milestone with its permit and a requirement change from TDEC must be added to the ordinance. All new commercial, industrial and, maybe large residential construction, must comply with Green Infrastructure - Runoff Reduction Requirements: The site design shall provide, in combination or alone, management measures that are designed, built, and maintained to infiltrate, evapotranspire, harvest and/or reuse, at a minimum, the first inch of every rainfall event preceded by 72 hours of no measurable precipitation, with NO discharge into any stream or municipal stormwater infrastructure. If the developer chooses NOT to contain 100% of the first inch of rainfall onsite, they may treat the water and release it into a stream or city stormwater infrastructure over a 72 hour period and the developer shall be required to pay into a public stormwater fund a minimum of 1.5 times the estimated cost of on-site runoff reduction controls.
Staff is reviewing similar ordinances from other cities and has not completed all verbiage. The public stormwater fund would be used by the City to pay for public stormwater projects that would improve water quality in the City's municipal stormwater area.
