Bartlett Old Mail Subdivision - Final Plat with Variance

SUMMARY: The property owner is proposing a two lot subdivision along Old Mail Road. Lot 2 is a flag lot with approximately 25.45 feet of road frontage along the “flag pole” portion. The property owner/developer is proposing a multifamily development on lot 2. Since the City classifies multifamily developments to be commercial, the developer is requesting a variance for the required road frontage.
STAFF RECOMMENDATION: Per the subdivision regulations, the “flag pole” or road frontage area for a flag lot can be 25 feet for “residential” or is required to be 50 feet for “commercial.” The purpose and intent of the difference is for more commercial traffic or if the need were to arise for the private driveway to become a city street. Since the number of multifamily housings would be limited by the size and developable area of Lot 2, City Staff does not see the need for a wider private driveway or where there would be a need for the private drive to become public in the future. Staff recommends approval of the variance, allowing a commercial flag lot to have 25 feet of road frontage instead of the required 50.

NECESSARY PLANNING COMMISSION ACTION: Two Motions: First, approve the variance. Second, approve the plat.
