Halstead Annexation Request - Review and Recommendation

SUMMARY: This is not a formal action of the Planning Commission for the annexation that has been requested. Staff is seeking a review and recommendation to proceed or not on the annexation. One of the best management practices, advised by MTAS, is to seek a recommendation before proceeding with annexations, even those that have been requested by the property owners. Their suggestion was for a resolution to be approved by City Council. City Staff felt that was a little overkill when the annexation was being requested by the property owners. Should the city ever propose an annexation, that would require public referendum, then a formal resolution by the City Council would be done. Any requests by property owners for annexation will be presented to the Planning Commission for a review and recommendation.
Staff has received a request for the annexation of a property located on Halstead Drive. Annexing this property would require a corridor annexation. The city would have to annex a portion of Halstead Drive to reach the property. They have requested sewer service, since their septic system at their multifamily apartment building has failed or is failing. Any utility extension associated with the annexation, since it is a multifamily structure, would be at the responsibility of the property owner.
STAFF RECOMMENDATION: The Planning Commission can have a few different options.
1. Proceed with the corridor annexation
2. Send out mailings to adjacent property owners to see if there is interest in being annexed to prevent a corridor annexation.
3. Deny any annexation in this area, currently.
Due to the main reason for requesting the annexation, a failing septic system, staff recommends option 1.
