SUMMARY:
Councilmember Harris would like to discuss the inactive committees that have been identified.
* ADA Advisory Committee - This committee was set up in the late '80's to meet some grant requirement at the time. For all practical purposes, it no longer exists. Staff does not know of a statuary requirement.
* Beautification Committee Margie Buxbaum was Chair and she resigned and none of the others took the lead. Mr. Rutherford is working toward more codes enforcement which was their focus and will have a plan to discuss with Council after the first of the year. At that time, Council can re-visit and determine what route to take. This committee is statutory under ?13-104.
* Historic Zoning Commission - This is statutory under ?14-603. It was created in 1991 at a time that there was a push for historic zoning regulations by state planners. The committee appointed was never able to come to agreement on even the boundaries of the district and nothing was ever adopted. Mr. Rutherford recommends that Council eliminate Title 14, Chapter 6 in its entirety.
* Public Building Authority - This Authority was set up during the merger with Catoosa Utility District as a vehicle for the issuance of bonds. While we don't anticipate issuing bonds through the authority, it may be wise to keep it as a viable entity in the event that the need arises. If so, Council can make new appointments for the 5 members whose term has expired now or wait until the need arises.
* Traffic Planning Task Force - This task force was put together by Mayor Graham many years ago to provide him input on traffic issues. Members represented local industries, business, and citizens. They have not met in probably 5-10 years and is not considered to be a functioning group. If the current Mayor or Council should decide that such a group might be useful to get input on traffic and transportation issues, it can be re-formed at that time ...
