Approval of Utility Facilities Relocation Contract with Spirit Broadband

SUMMARY: As required for the final permitting from TDOT, a contract must be in place with all utilities that must be relocated in the downtown improvement project. The funds for these relocations are already included in the budget for the project. This contract formalizes that responsibility.
