Approval of revisions to City Cemetery Fees

Body
SUMMARY:
At a budget work session, staff was requested to review the fees charged for opening and closing of graves to make sure they adequately cover the costs.  This review is attached, which notes that the costs are slightly above the current fee schedule.  The costs shown are for straight time and do not include the additional cost for weekend services.  The last time the opening and closing fees were raised was in 2010.
David Rutherford, Sally Oglesby, and Billy Martin met with Frank Bohannon (Bilbrey Funeral Home), Garry Hood (Hood Funeral Home), and Lydia Silcox (Crossville Memorial Funeral Home), and Vern Daugherty regarding an increase in the fees, a higher fee for Saturday, and no longer allowing burials on Sundays.  It was the conclusion of the group that the changes were not out of line from other communities and should not be a problem.  The attached proposal has been sent to the Cumberland County Ministerial Association with notice of the work session for their input.
Following the direction of Council at the June 3rd work session, the revised proposal includes a higher fee for burials on Saturday afternoons and Sundays.
