Discussion and action on hiring independent counsel in regards to workplace harassment complaint

SUMMARY:
Councilman Souza would like an independent investigation of the recent workplace harassment complaint of Jerry Kerley.
Councilman Souza has asked that the City Attorney to respond to the following questions:
· What is the requirement of the city to maintain a harassment free environment under the appropriate U.S. Code?
· What are the elected officers' responsibility?
· What does the T.C.A. on abuse of authority say and does this apply to the complaint?

NECESSARY COUNCIL ACTION: The City Manager be directed to hire independent counsel to review Mr. Jerry Kerley's harassment complaint for both merit and recommendations.
