SUMMARY: The State of Tennessee is proposing the construction of a 180-foot (190-foot with attachments) communications tower, to be located on Tennessee Wildlife Resources Agency’s property along Industrial Boulevard. The Codes Department has reviewed the plans and they do meet existing building code requirements.

 

They have not provided Staff with a site plan to show the location of the tower and support shelter’s location on the property. Staff requires this to ensure compliance with the Site Plan Review Ordinance (14-1100) and to ensure compliance with the City’s Telecomm Ordinance (14-900) regarding breakpoint and fall zone. Staff has requested this from the tower company, but has not received it at the time of agenda creation.

 

STAFF RECOMMENDATION: Staff recommends the approval of the telecom tower. Due to the nature and intent of the tower, Staff feels that portions of the Ordinance, like colocation requirements, are not applicable, since it is not a “typical” cell tower. Staff’s recommendation is also contingent on the submission of the site plan and compliance with the fall zone/breakpoint requirements of Ordinance 14-900.

 

Recommended Action

NECESSARY PLANNING COMMISSION ACTION: Two Motions: First, approve the site plan. Second, recommend approval of the building permit to the Codes Department. Both of these motions will be contingent upon receiving the site plan.
