Approval of application for grant funds for tree removal at airport

SUMMARY:
The last inspection of the Crossville Memorial Airport requires that trees be removed from about 21 acres. This project will require clearing, grubbing, and re-seeding. The City plans to mow this area to avoid future problems and issues. The cost is estimated at $132,500 with state and federal grants covering 95% of the cost. These costs are:
$100,500 construction cost
13,500 Indiana Bat Habitat Survey
8,500 design, bidding, construction administration
10,000 maximum estimate of contribution to the Indiana Bat Conservation Fund ($400/tree or $3,650/acre, whichever is less), dependent on the survey results)
$132,500
$ 6,625 estimated local match
At the request of the Aeronautics Division, a grant application has been submitted so that it could be on the November 20th agenda. The reason for the request is that the Aeronautics Commission won't meet again until February and environmental studies that are time sensitive have to be done on the Indiana bat before the project can proceed. The application was submitted to meet the agenda deadline for the November meeting. Should Council not want to proceed with the project, the application will be pulled from their agenda.
Following grant approval and completion of the Habitat Assessment Survey, the project will be bid.
