Approval of grant application for EDA funds through CARES Act

SUMMARY: Staff proposes a grant application in the amount of $1,287,625 for a waterline project in Industrial Blvd. area.  If the grant is awarded, the City would be responsible for 20%, which is $257,525.00.  There is not a deadline for application; however, the funds are being issued on first come first serve basis and are going quickly.

 

The proposed project is located on Highway 127 (North Main Street), Industrial Boulevard, and Bennett Way.  It consists of replacing existing water lines, reconnecting the new water lines to the existing water lines, and installing new water line to aid in the redundancy and the looping effect of the water distribution system. This project will assure that the City can provide adequate water service to this industrial area along Industrial Blvd.

 

One of the main water distribution lines for this area is a 10-inch water line along Industrial Blvd. This water line predates Highway 127 which was built in the early 1970s. When Highway 127 was constructed, this water line was filled over which resulted in the water line being relatively deep in the Highway 127 area, being anywhere from 10 to 14 feet deep. Industrial Blvd was also filled so it could match grades up with Highway 127. This water line has a leak in the casing pipe under Highway 127. The City has valved off this section of pipe to prevent water loss and damage to the existing roadways. This valved off section eliminates one of the main water feeds to the water distribution system in this industrial area. If the water distribution system has an issue or leak in another part of town, the industrial area along Industrial Blvd. could have issues with adequate water supply and water pressure.
