Cumberland Fellowship Church Children’s Building Addition - Site Plan

SUMMARY: Cumberland Fellowship church is proposing an approximately 9,000 square foot addition to their building. The City does have a gravity sewer line that is in the area of the proposed addition. The gravity sewer line must be relocated before any construction for the building can be started. A financial guarantee is required for the relocation of the gravity sewer line. The cost estimate for the relocation will be presented at the meeting.
STAFF RECOMMENDATION: Staff recommends approval of the site plan, contingent upon the acceptance of the financial guarantee. At the time of agenda creation, Staff is currently reviewing the project and the potential cost of the sewer line relocation. Due to the nature of how the sewer line would have to be relocated, staff feels that a partial amount would be required for the financial guarantee. There are only a couple “critical” points during the relocation that would require the City to correct or reconnect the sewer, should the church default on the financial guarantee. Their proposed addition can not be constructed without the relocation. In the event of default on the financial guarantee, the City would not relocate the sewer line for them, but would return it to its existing condition and alignment.
Recommended Action
NECESSARY PLANNING COMMISSION ACTION: Two motions are required. First, accept the financial guarantee. Second, approve the site plan.
