Approval of ECE Services for Dorton Landfill Testing

SUMMARY: The State Inspector has asked for the City to sample and analyze three surface water seeps at the landfill as a substitution to sampling the three ground monitoring wells. If the City doesn't sample the three ground water wells, it could jeopardize the future statistical analysis for these wells.
ECE currently provides the following services at the landfill:
1st Quarter
$ 250.00 Gas Monitoring
2nd Quarter
$ 250.00 Gas Monitoring
$1,297.50 Groundwater Sampling & Lab Analysis (3 wells)
$1,200.00 Ground Water Statistical & Lab Analysis (3 samples)
3rd Quarter
$ 250.00 Gas Monitoring
4th Quarter
$1,297.50 Groundwater Sampling & Lab Analysis (3 wells)
$1,200.00 Ground Water Statistical & Lab Analysis (3 samples)
$ 250.00 Gas Monitoring
$5,995.00 Annual Total
It is recommended that existing schedule and fees remain the same and the seeps be sampled at an additional cost of $1297.50 (3 X $432.50) this Fall and approval be given for future requests from the State Inspector of the samples and analysis.

NECESSARY COUNCIL ACTION: Approve current ECE pricing and work performed as outlined above with the additional sampling and analysis as requested by the State Inspector.
