Ethics Complaint - Event One involving Councilman Jesse Kerley

SUMMARY:
That on June 2, 2016 Mr. Jerry Kerley did stalk and participate in an assault by boxing in Councilman Souza, distracting him to allow his son, Councilman Kerley, to strike Mr. Souza. After which, Mr. Jerry Kerley (an employee of the City) did tell Mayor Mayberry in front of a witness “I am going to whip Souza” for painting Blankenship signs, or words to that effect. This matter, investigated by former Chief Shoap, Randal Slayton, Criminal Investigator 13th Judicial District, and the City tape of the area for that date and time. This act being a violation of the City personnel ordinance pertaining to stalking, violence, good order, and discipline.
City Council shall either determine that the complaint has merit, determine that the complaint does not have merit or determine that the complaint has sufficient merit to warrant further investigation. If the Council determines that a complaint warrants further investigation, it shall authorize an investigation by the City Attorney or another individual or entity chosen by the City Council. (§ 1-710(3))
The complaint lodged against Jerry Kerley, an employee, should be considered by the Personnel Board.
