Discussion and action on Herman’s Lane

SUMMARY:  Mickey Eldridge, Cumberland County Good Samaritans Executive Director, will present a formal request to City Council for its acceptance of a substandard street, Herman’s Lane, as an official City Street. 

 

Requirements for a City Street:

1.                     50 foot right of way for a local road

2.                     5 inch base stone

3.                     3 foot rock shoulders on both sides of the road

4.                     20 foot minimum of pavement surface

5.                     Surface:

o                     2.5 inches of binder

o                     (or) 2 inches of asphalt topping

6.                     A proper through road or proper turnaround (cul-de-sac)

7.                     Proper drainage ditches or curb & gutter

Road conditions for Hermans Lane:

1.                     No existing right of way: The portion of Hermans Lane that intersects with Taylor Street is located on two private properties. After crossing three private properties and reaching the flag lot portion of the fourth property, the width of the flag section appears to be only 22 feet in width, which is far less than the required 50 foot.

2.                     Does not appear to be any base stone in place

3.                     No shoulders

4.                     The road bed appears to vary in width from 12 foot to 9 foot, most places would be too narrow for one standard lane

5.                     Surface is loose gravel with some washed areas and “potholes”

6.                     There is no proper turnaround or cul-de-sac.

7.                     No drainage ditches or curb & gutter

Generally, any requests for acceptance of streets are referred to the Planning Commission for a recommendation to City Council.
