Discussion regarding awarding a bid for the Greenway project

SUMMARY: The City received five bids for the 2023 CDBG ADA Greenway Along the Little Obed River project. The low bid was received from Hamilton Consulting and Construction, LLC DBA J. Paul Smith Construction in the amount of $959,999.00 with a price of $71.00 per cubic yard for over excavation and fill of unsuitable material.
The original budget for the construction work and contingency was budgeted at an amount of $626,127.00. This leaves a shortfall of $333,872.00. The City has ordered a bridge for this project utilizing $50,000 in Three Star Grant funds and has a remaining payment for the bridge in the amount of $25,900. The bridge will be delivered to the City sometime in May.
The total CDBG grant provided $630,000.00 in funds and had an original City match of $166,627.00 which is an 80% grant and 20% match by the City. All grant funds now total $680,000.00 and the City’s match with this overage of the bid award and the additional cost of the bridge is $526,399.00. This makes the project 56% grant and 44% local match.
If approved, a budget amendment in the amount of $365,000.00 is required.
The CDBG grant funds will only pay for work performed before June 30th, 2026 and this project must be completed by this date.
A letter of recommendation from the Engineer of record is attached with more detail and a recommendation to award the contract to Hamilton Consulting and Construction, LLC DBA J. Paul Smith Construction
