SUMMARY: Habitat for Humanity is proposing the next phase of their subdivision located off Deerfield on the backside of Hide-a-Way Hills subdivision. The preliminary plat is proposing 62 new lots, to be constructed in phases. There is an existing main water main that traverses the property. The developer is proposing to relocate that line to align with their proposed road layout and connect back to the existing line, crossing between two of their proposed lots. The subdivision will have gravity sewer, 6-inch water lines with 3 new fire hydrants. The spacing on the proposed hydrants are a bit outside the required 700 foot spacing, as required in the subdivision regulations, but will provide adequate fire protection for all buildable lots, with a distance not exceeding 500 feet from each lot. The proposed layout best fits with the developer's proposed phasing. A variance will be required for the fire hydrant spacing. The developer is proposing two storm water structures to be located on the western edge of the subdivision on a common lot. There is a second common, non-buildable lot, proposed near the intersection with Deerfield. This common lot will be a small parking area for their proposed cluster mailbox.

STAFF RECOMMENDATION: Staff does have a little concern regarding the proposed intersection of Dorton Wood Loop and Deerfield. The subdivision regulations require a maximum slope of 3% within the first 50 feet of an intersection. Before a notice to proceed is granted, a road profile of that proposed intersection must be provided to the Engineering Department. No stormwater permit has been obtained at the time of preliminary plat submittal, which always has a potential to require changes to a preliminary plat.
