Approval of a master contract with Atkins North America

SUMMARY:
Requests for qualifications for engineering at the airport were sent to 14 engineering firms certified by TDOT-Aeronautics, and advertised in the local paper, to enter into a five-year master contract for engineering of projects in the next five years at the airport. The master contract is not exclusive and does not prohibit the City from using another firm on a project. However, TDOT-Aeronautics recommends this process so that RFQ's do not have to be issued on every project, regardless of its size. A committee composed of Mayor Pro-Tem Wyatt, City Manager Rutherford, Director of Engineering Begley, Airport Manager Bennett, and City Clerk reviewed proposals received from Allen & Hoshall, Neel-Schaffer, and Atkins North America. They recommend that a five-year master contract with Atkins North America be approved. There is no fee attached to the master contract. All projects to be engineered will still require a contract with a fee proposal to be approved by City Council.
