Discussion regarding approval of SR 462 Northwest Connector Phase 2 Northside Drive, PIN 104963.02 Engineering Contract

SUMMARY: A contract with Gresham Smith is attached for consideration. The contract is an hourly agreement with a not-to-exceed amount of $220,720.62. Gresham Smith will update the construction plans and existing conditions survey for this section of roadway in preparation for bidding the project in Fiscal Year 2027-2028.
The City has been awarded a TDOT Statewide Partnership Program Grant in the amount of $21,000,000. The total construction cost is estimated at $21,135,050, plus utility relocation costs.
A TDOT Memorandum of Understanding (MOU) will be presented to the City Council for approval at the November meeting. Under the MOU, the City will be required to commit and place $535,050 in an account by August 2027. This amount consists of the estimated construction cost overrun of $135,050 and $400,000 for TDOT to acquire permits, coordinate utility relocation, and bid the project.
The City will also be responsible for all utility relocation costs through the General Fund. At this time, utility relocation is the only portion of the project for which a definitive cost has not been established.
The current estimated budget commitment needed to complete the project is approximately $2,000,000, consisting of:
• $220,720.62 for engineering services and preparation of construction plans;
• $535,050 for work to be performed by TDOT; and
• Approximately $1,250,000 for utility relocation costs.
The utility relocation cost is currently a guess and is expected to be more fully determined by the end of the current fiscal year as the project progresses. This cost is for all utilities requiring relocation.
The Director of Engineering recommends approval of the contract with Gresham Smith.
