Approval of Eagle Scout Project and permission to apply for grant funds

SUMMARY: Edwin Elser proposes a project to complete his Eagle Scout award. He has been working with Leisure Services Director Ethan Medley to add a total of (4) benches to playground area and the splash pad at Garrison Park. He proposes to purchase and install the same style of benches already installed.
Mr. Elser is trying to raise money through grants from VEC and Walmart. These grants will come directly to the City and he requested permission to apply for the grants under the supervision of the City staff.
The approximate cost of each bench is $545 each, plus shipping which is approximately $315.00.
Mr. Medley has instructed him on where to place the benches on the existing concrete. Benches will be installed so that they cannot be moved.
