Ethics Complaint - Event Eight involving Councilman Jesse Kerley

SUMMARY:
Councilman Kerley did, under color of office, order the arrest of persons for the purpose of causing them harm. That Councilman Kerley did try to have myself arrested both for threatening to kill him, and for as the City Manager put it "Councilman Souza ran his chest into Kerley's elbow" (May 31). This incident being the same one Major Rosser, Sally Oglesby, and a woman witness he said he had, whom he could not produce. In additional assaulting him, he said I threatened to kill him. The night after the council meeting when Mr. Rutherford was fired, he stated that I threatened him by saying "you committed suicide". What I actually said was "you committed political suicide!"
In another move, he has tried to have Mr. Blankenship's elderly Mother (now deceased) arrested for making false police reports. The council has seen that email.
Councilman Kerley has tried to have Mr. Blankenship arrested for signs in his front yard and driving an unregistered vehicle. Mr. Kerley went so far as to go to the Attorney General Dunaway on Facebook. Protocol is to report an offense, then remove yourself and allow the investigation to proceed, not use your office to apply pressure. Mr. Kerley did order the arrest of myself (Pete Souza, Mr. Blankenship and his elderly Mother); that being under color office, to have a person arrested in a malicious attempt to cause harm (abuse of authority).
City Council shall either determine that the complaint has merit, determine that the complaint does not have merit or determine that the complaint has sufficient merit to warrant further investigation. If the Council determines that a complaint warrants further investigation, it shall authorize an investigation by the City Attorney or another individual or entity chosen by the City Council.
