Discussion regarding Northwest Connector Phase 2 - Highway 70N to Hwy 127

SUMMARY: The City has been awarded a Statewide Partnership Program (SPP) grant in the amount of $21,000,000 for the Northwest Connector, Phase 2 (Northside Drive).
Phase 2 is the segment between Highway 70 North and Highway 127 North. TDOT will manage the schedule and coordinate activities through environmental re-evaluation, permitting, utility coordination, plan updates and reviews, and bid document preparation.
Gresham Smith, design engineer, will be responsible for the design services to complete the construction plans and coordinate activities with TDOT.
The budget is attached for review. Additional cost for the utility relocation may occur after the Utility Coordination with other utilities.
The City will be responsible for any and all cost over the $21,000,000 grant award. The final amount is to be determined after construction bids are received.
As the estimate stands now, if the project is bid in the fall of 2027, the City will need less than $500,000 in the 2026 budget, and will need to deposit $750,000 dollars in a TDOT account in August 2027.
The City will need to enter into a contract with TDOT for their services to manage the project, and with Gresham Smith for the design services for this project, and approve the use of local funds to fund the amount over the grant award.
A copy of the Gresham contract/proposal will be available at the meeting.
