Discussion and action on amending the Standing Rules regarding work sessions

SUMMARY:
Councilmember Kerley will lead a discussion to remove work sessions from the Standing Rules. He feels that the Council should discuss the issues in detail during the regular meeting and that a lot of the discussions are hid from the public when they observe the Council vote on an agenda item.
