SUMMARY:  Requests for Proposals were requested for a Special City Census.  Two proposals were received.  Staff recommends the approval of Arnold Harbolt to conduct a special census.  The Town of Farragut contracted with Mr. Harbolt in 2016 and gave a strong recommendation.  Calls have been made to Department of Economic and Community Development and East Tennessee Development District for references and are currently waiting on responses from them.

$50,000 is included in the proposed budget for 2017-2018 for a special census.
