Update on downtown project

Body
SUMMARY:
Water Line Replacement project - The re-design of the water lines is complete and the final permit has been acquired.  In discussions with the engineers and TDOT, plans are to bid the project after the first of the year so that construction can begin around March 1, weather permitting.  The project is estimated to take 90 days.  With this timeline, the construction should be completed at a time that will meet TDOT's schedule for repaving.

Sidewalk project - Engineering will need to be done to prepare plans that meet ADA requirements.  The original plans by EG&G can be used with some modifications.  However, TDOT has indicated that they will probably reconstruct the sidewalks at the corners as part of their paving project.  This information will need to be confirmed so that the engineers can work with TDOT in the preparation of the plans.  The City Manager requests approve to request an engineering proposal from EG&G for the required engineering services since that firm already has the survey information and the original plans.
